Most Respected Sir,
We, Agarwals, Jains of Agarwal caste, Gupta and Vaish Community of India
are against caste based census. But if UPA Government decides to order
caste based census, such a decision will create division in Indian society
on caste lines.
We feel that object of caste based census should be decided before caste
census. Doing caste census only for political gains will badly divide the
country and will do great harm to the national integration of our India.
Indian bureaucracy already is not at ease with quota system in governance
of the country.
In view of universal free education, no body can claim to be educationally
backward. Indian Constitution guarantees right to equality. Hence nobody
can claim to be socially backward. Economic poverty exists in all caste
and communities in India and declaration of certain caste(s) as
economically backward and provision of quota in Govt. jobs have already
divided Indian society on caste lines. If any Hindu or a Muslim sends his
children to educational institutions which are not modern and do not have
competent teachers, such children cannot progress educationally and
socially. Thousands of persons from OBC and Muslim Community who got
educated in govt. or public schools are working on Group A, B & C posts
and doing well in business also. Educational backwardness leads to
economic backwardness. India Government cannot be blamed by them. These
people are themselves responsible for such educational and social
backwardness.
No caste in India fits in criteria of educational, social and economic
backwardness after 67 years of independence. Expenditure on so called SC,
ST & backward castes is much more than on other forward castes. Producing
of more children and increasing population should not be rewarded by
giving undue benefits such as quota in jobs by Government of India.
Politically Dominant Castes (SC, ST and OBC and others) enjoying political
power are already creating problems for other communities which are in
minority in several Indian States. Such State Governments make schemes and
take decisions which favour people of their own caste and community in all
matters. Already some political parties frame manifestoes keeping in view
caste considerations. While taking decision for caste based census, you
are requested to give due consideration to the following points :-
Caste based census
should not be done along with the present ongoing census.
Before ordering any
caste based census, aims and objects of caste based census should be
clearly spelt out. Why caste based census should be done?
Appointment of a
Commission of retired Supreme Court Judges drawn from SC/ST, OBC, Vaish
Community and Muslim Community to redefine definition of Socially,
Educationally & Economically backward citizens of India & doing away
with system of declaration of entire caste and community as
educationally socially and economically backward.
Publication of white
paper on -
(i) Total %age of SC/ST/OBCs in govt. (Central Govt. & State
Govt.) jobs including army and
paramilitary forces;
(ii) No. of SCs/STs/OBCs appointed against 50% general category
posts after Mandal Commission
report implementation.
Decision on appointment
of general category candidates on 50% general category posts. SC, ST &
OBC candidates already get appointed in 90% of Govt. jobs and
considering doing away with the system of reservation in jobs on caste
basis.
It should not be a
caste based census alone but a census which includes complete details so
as to ascertain real status of different castes.
Unit norm should be
adopted for purpose of giving benefit of reservation to different
communities. A unit should consist of wife, husband and two children.
Although census will count all family members of all caste persons but
for giving quota in govt. jobs only unit system should form the basis.
This Unit norm should form basis for judging the economic, social and
educational backwardness of a community.
Quota in reservation
should be limited to two children only.
Public views should be
sought for a format for conducting caste based census. The format should
have all details- like holdings of immovable & movable property, land,
educational qualification, children studying in govt. schools, madarsas,
gurukuls, public schools, income, paying income tax, profession, job,
business, held any political posts, members in parliament of MLA,
Pradhan.
